Erie County Executive Announces $400,000 Grant Awarded for Owner-Occupied Housing Rehabilitation

Erie, PA – For the first time since 2003, the Erie County Department of Planning and Community Development has been awarded a HOME Investment Partnership Grant. The Pennsylvania Department of Community and Economic Development (DCED) has allocated $400,000 to Erie County through a HOME Existing Owner-Occupied Housing Rehabilitation Grant. This funding will be used to assist low- and moderate-income homeowners in rehabilitating and improving their residences, enhancing the quality and safety of the county’s housing stock.
Funding will support income eligible homeowners by addressing necessary code deficiencies, health and safety improvements, lead-based paint remediation, environmental hazard mitigation, and accessibility modifications. The Redevelopment Authority of the City of Erie and the Corry Redevelopment Authority will administer this program in conjunction with the Erie County Department of Planning and Community Development.
The demand for housing rehabilitation assistance in Erie County has been demonstrated through a significant number of applications for current programs, such as the Whole-Homes Repair Program. Many homeowners face financial barriers when trying to maintain their properties, and this grant provides much-needed resources to ensure homes remain safe, habitable, and up to code.
To qualify for assistance, homeowners must have an annual household income at or below 80% of the Area Median Income (AMI), as defined by the U.S. Department of Housing and Urban Development (HUD). The funds will be used for:
- Correcting housing code deficiencies that pose a risk to health and safety.
- Repairing and rehabilitating owner-occupied single-family or two-family homes.
- Addressing structural, plumbing, electrical, and mechanical system deficiencies.
- Mitigating lead hazards and other environmental safety concerns.
- Ensuring weather-tightness through roofing, siding, windows, and door improvements.
