The Erie County Department of Human Services utilizes funding from a variety of sources to support homeless and housing programs. These funding sources include the U.S. Department of Housing and Urban Development, the Pennsylvania Department of Human Services’ Homeless Assistance Program and Human Services Development Fund, and the Substance Abuse and Mental Health Services Administration’s Projects for Assistance in Transition from Homelessness. The Erie County Department of Human Services’ primary roles include:
- Serving as Erie County’s Collaborative Applicant for the Housing and Urban Development Continuum of Care Program
- Serving as Erie County’s Homeless Management Information System Lead
- Contracting with, overseeing and monitoring local provider agencies

Erie County is out of Emergency Rental Assistance Program (ERAP) funds and the ERAP program is closed down for applications.
